O contributo da UNICEF para o ODS 16 e a importância da Educação e da Juventude na Construção da Paz: O caso do Burundi

O presente relatório de estágio foi elaborado no contexto das atividades desenvolvidas no âmbito do Estágio Curricular na UNICEF Portugal/ Comité Português para a UNICEF e visa a obtenção do Grau de Mestre em Ciência Política e Relações Internacionais. Neste sentido, procura perceber de que forma a UNICEF, enquanto Organização Internacional e Agência das Nações Unidas, tem contribuído para a prossecução da Agenda 2030, nomeadamente, para o ODS 16, que prevê sociedades pacíficas, justas e inclusivas. Por outro lado, olha para a Educação e para a Juventude, destacando-se a Resolução nº 2250, como domínios fundamentais para a construção da Paz, estabelecendo uma clara relação de interdependência entre o ODS 16, a Educação e a concretização do ODS 4 e a Juventude. Sendo a UNICEF uma das principais organizações que trabalha para a garantia do Direito à Educação de qualidade e para a promoção da participação e empoderamento da Juventude, analisa-se a atuação da mesma, na ótica destas áreas, para a realização do ODS 16. Por sua vez, trata-se o processo de Peacebuilding, de forma aprofundada, incluindo os jovens no mesmo. De forma a exemplificar a importância da Educação e da Juventude neste processo, bem como o trabalho da UNICEF para tal, apresenta-se um Estado de Caso sobre o Burundi, que consiste num claro exemplo de envolvimento dos jovens na mudança de narrativa de conflito do país. Conclui-se que a UNICEF, sobre o mandato da CDC, trabalha para a Agenda 2030, sendo a guardiã dos direitos da criança na mesma, destacando-se alguns ODS, como o 4 e o 16. Por outro lado, afirma-se a importância da Educação e da Juventude nos trabalhos de Paz e consequente efetivação da mesma.
This internship report was prepared in the context of the activities carried out within the scope of the Curricular Internship at UNICEF Portugal/Comité Português para a UNICEF and aims to obtain the Master’s Degree in Political Science and International Relations. In this sense, it seeks to understand how UNICEF, as an International Organization and a United Nations Agency, has contributed to the pursuit of the 2030 Agenda, namely, to SDG 16, which provides for peaceful, just and inclusive societies. On the other hand, it looks at Education and Youth, with emphasis on Resolution nº 2250, as fundamental domains for the construction of Peace, establishing a clear relationship of interdependence between the SDG 16, the Education and the achievement of SDG 4 and the Youth. As UNICEF is one of the main organizations that works to guarantee the Right to Quality Education and to promote the participation and empowerment of Youth, its action is analyzed, from the perspective of these areas, for the achievement of SDG 16. In turn, the Peacebuilding process is dealt with in depth, including young people in it. In order to exemplify the importance of Education and Youth in this process, as well as the work of UNICEF for this, a Case Study about Burundi is presented, which is a clear example of the involvement of young people in changing the conflict narrative in the country. It is concluded that UNICEF, under the mandate of the CRC, works for the 2030 Agenda, being the guardian of the rights of the child in it, highlighting some SDGs, such as 4 and 16. On the other hand, is reaffirmed the importance of Education and Youth on Peace and its consequent implementation.
