Em 2018 foi instituido e regulamentado o Banco Nacional de Monitoramento de
Prisões – BNMP 2.0, para o registro de mandados de prisão e de outros
documentos. A presente pesquisa tem por objetivo propor a utilização de
informações existentes no Banco Nacional de Monitoramento de Prisões (BNMP)
do Brasil pelas forças e serviços de segurança de Portugal, através de um acordo
de cooperação entre os dois países. O estudo relaciona-se, portanto, ao Sistema
de Segurança Pública (SSP) do Brasil e ao Sistema de Segurança Interna (SSI) de
Portugal. Pretende-se demonstrar a importância e as vantagens de utilização das
informações do BNMP em Portugal para impedir que cidadãos oriundos do Brasil
que estejam com mandado de prisão válido e não cumpridos naquele país
consigam adentrar ao território nacional ou se já ocorrido, que venha a ser detido.
Como se trata de um banco de dados disponível na rede mundial de computadores
em dados abertos, as informações podem ser consultadas livremente. Entretanto,
para oficializar o acesso e a consulta, seria importante um acordo de cooperação
entre as autoridades das duas nações, que poderia incluir também o treinamento
de efetivos das forças e serviços de segurança portugueses. Há que se considerar
que a República Portuguesa seria a maior beneficiária de um acordo de cooperação
para a utilização das informações porque que não teria nenhum custo ao acesso e
pesquisa ao sistema, uma vez que o BNMP está implantado desde o ano de 2011
no Brasil.
In 2018, the National Prison Monitoring Bank - BNMP 2.0 was instituted and regulated, for the registration of arrest warrants and other documents. This research aims to propose the use of existing information in the National Bank for Prison Monitoring (BNMP) in Brazil by the Portuguese security forces and services, through a cooperation agreement between the two countries. The study is therefore related to the Public Security System (SSP) in Brazil and the Internal Security System (SSI) in Portugal. It is intended to demonstrate the importance and advantages of using BNMP information in Portugal to prevent citizens from Brazil who have a valid arrest warrant and not served in that country from being able to enter the national territory or, if it has already occurred, from being detained. As it is a database available on the world wide web on open data, the information can be consulted freely. However, in order to make access and consultation official, a cooperation agreement between the authorities of the two nations would be important, which could also include the training of Portuguese security forces and services. It must be considered that the Portuguese Republic would be the biggest beneficiary of a cooperation agreement for the use of information because it would have no cost to access and research the system, since the BNMP has been implemented since 2011 in Brazil.
