O presente relatório resulta da articulação teórico-prática no âmbito do estágio realizado na Direção de Serviços das Américas do Ministério dos Negócios Estrangeiros. A pesquisa centra-se na análise de política externa do México, durante as presidências de Felipe Calderón (2006-2012) e Enrique Peña Nieto (2012-2018), considerando a sua posição enquanto país “biregional”. O enquadramento geopolítico do país, entre duas regiões culturalmente e economicamente contrastantes, moldou e condicionou, historicamente, a sua atuação perante o exterior. O período temporal abrange a alternância política após a transição democrática, compreendendo possíveis alterações no rumo político do México. Assim, analisa-se o impacto das mudanças governativas enquanto fator que impacta a condução da política externa do país em relação à América do Norte e à América Latina. A pergunta de partida consiste em saber como se desenvolveu a política externa do México para a América do Norte e para a América Latina, entre 2006 e 2018.
This report is the result of theoretical and practical work carried out during an internship at the Americas Services Directorate of the Ministry of Foreign Affairs. The research focuses on the analysis of Mexico's foreign policy during the presidencies of Felipe Calderón (2006- 2012) and Enrique Peña Nieto (2012-2018), considering its position as a “bi-regional” country. The country's geopolitical setting, between two culturally and economically contrasting regions, has historically shaped and conditioned its foreign policy. The time period covers the political alternation after the democratic transition, including possible changes in Mexico's political course. Thus, the impact of governmental changes is analysed as a factor that influences the country's foreign policy towards North America and Latin America. The starting question is how Mexico's foreign policy towards North America and Latin America developed between 2006 and 2018.
