A anexação da Crimeia na perspectiva polaca: quais os impactos para a Polónia e para a sua política externa

Abstract

A Polónia após a queda do Muro de Berlim e a dissolução da União das Repúblicas Socialistas Soviéticas, reconquistou a sua capacidade de decisão e com isso emergiu como um importante actor na Europa do leste. Apesar da Polónia se ter focado na aproximação ao Ocidente, ela não deixou de lado os seus vizinhos a leste, desenvolvendo por isso uma política externa que se focava na democratização dos Estados da Europa do Leste, em especial a Ucrânia. A Ucrânia ocupa um papel central no contexto securitário polaco e por isso possui uma posição primordial na política externa polaca, por esta razão, a dissertação tem como objectivo analisar a reacção polaca à anexação da Crimeia e analisar de que forma é que o seu comportamento se diferenciou do dos restantes Estados europeus. Primeiramente, a dissertação vai estudar o contexto geopolítico em que a Polónia se encontra, dando especial atenção à importância da Ucrânia na região e a sua importância para a Polónia, assim como analisar o relacionamento entre a Rússia e a Polónia. Estes elementos são essenciais para analisar a forma como a Polónia reage à Anexação da Crimeia e entender qual sua a visão. O segundo ponto a abordar incide no estudo da política externa polaca de forma a compreender como esta se alterou após a queda da Cortina de Ferro, como se integrou na União Europeia e posteriormente agiu nas suas instituições. Por último, será analisado o comportamento polaco e dos restantes Estados Europeus no contexto da anexação da Crimeia de forma a que no final seja identificada a distinção entre o comportamento da Polónia e os restantes Estados europeus.

Poland after the fall of the Berlim Wall and the dissolution of the Soviet Union of the Socialist Republics, had conquer the hability to decided for itself and with that as emerge has an important actor in Eastern Europe. Besides Poland has focused on the approach to the West, she hasn’t leave is Eastern neighbours aside, and had develop a foreign policy that focus in the democratization of the states of eastern Europe, in special in Ukraine. Ukraine has a central place in the Poland security context and because of that, has a primordial position in Poland foreign policy, for this reason the dissertation will be focused in analyze the Poland reaction to Crimea annexation and study in what way is behaviour was different from the rest of the European states. First of all, the dissertation will study the Poland geopolitical context, giving special attention to the importance of Ukraine to Poland, as so to analyze the relation between Russia and Poland. This elements are essentials to study how Poland reacts to Crimea annexation and understand what is the Poland vision about the subject. The second subject will focus on the study of Poland foreign policy to understand how has changed after the fall of the Iron Curtain without leaving aside the importance of reflect how Poland had become part of the European Union and how as act in the European Institutions. At the end, it will be analyze the polish and the European states behaviour in the context of Crimea annexation to identify the differences between Poland and the other European states behaviour.
