The importance of the link between the foreign policy and the defense policy has been discussed by some authors from the International Relations field. The realist theory of the International Relations considers that the diplomacy and defense are essential public services for the states, one author who considers this thinking is Raymond Aron (2002). According to the Ministry of Defense of Brazil, the foreign and defense policies are complementary and indivisible. The preservation of the regional stability and the construction of a more cooperative international environment, a matter of great interest to Brazil, will be favored by the joint action of the Ministry of Defense and the Ministry of Foreign Affairs. The case of Brazil was studied by the author João Paulo Alsina Jr (2009), who uses or realistically assumes to maximize gains and minimize the damage of international action through the articulation between foreign policy and defense policy. In the first decade of the 21st century, the Brazilian government applied both policies to achieve its interests in the international scene, which could imply an articulation between these two policies.
