Os Burocratas de Nível de Rua e a Implementação da Lei de Estrangeiros em Portugal

O presente estudo analisa a implementação das políticas públicas, uma das problemáticas trazidas pela Ciência Política, a partir da perspectiva teórica que considera os burocratas de nível de rua. Concentra-se particularmente num tipo de política públicas, as de imigração, tendo como objeto o Artigo 88º, n.º 2, da Lei n.º 23/2007, de 4 de julho, conhecida como “Lei de Estrangeiros”, que permite a regularização dos imigrantes por meio do contrato de trabalho em Portugal. Para o efeito, faz uma análise das burocracias envolvidas direta e indiretamente na implementação do Artigo 88º, n.º 2, respectivamente, o Serviço de Estrangeiros e Fronteiras (SEF) e a Segurança Social.
This study analyzes the implementation of public policies, one of the problematic brought by political science, from the theoretical perspective that considers street-level bureaucrats. It focuses particularly on one type of public policy, the immigration type, and its object is Article 88 (2) of Law no. 23/2007, of July 4th, known as the “Foreigners Law”, which allows the regularization of immigrants through the employment contract in Portugal Therefore, an analysis is made of the bureaucracies directly and indirectly involved in the implementation of Article 88 (2), respectively the Immigration and Borders Service (SEF) and Social Security
