Apoio Governamental à Integração de Imigrantes e Refugiados Portugal como modelo para aplicação no Brasil

Neste trabalho é realizado um estudo das instituições governamentais do Brasil que recebem os imigrantes e refugiados. Num contexto de aumento do número de pessoas que procura proteção internacional no Brasil, são mais as instituições centradas nos aspectos legais do que aquelas que se ocupam da recepção de imigrantes, o seu acolhimento e integração. Tendo como estudo de caso o Alto Comissariado para as Migrações (ACM), procurámos analisar o modelo desenvolvido em Portugal para receber e integrar migrantes e refugiados. Além disso, é examinado como esse modelo poder ser implementado no Brasil. A metodologia é essencialmente qualitativa. O estudo baseia-se em pesquisa documental e em entrevistas a pessoas com um profundo conhecimento do ACM. São sugeridas algumas boas práticas para implementação no Brasil e feitas sugestões de melhorias no modelo português.

This paper studied the Brazilian governmental institutions that receive immigrants and refugees. In a context of increase in the number of people who demand international protection in Brazil, more institutions are focused on the legal aspects rather than those which receive immigrants. Taking as case study the High Comissioner for Migration (ACM), the intent of this work is to analyze the model developed in Portugal for the reception and integration of migrants and refugees. It is futher examined how this model could be implemented in Brazil. The metodology employed is essentially qualitative. The study is based on documentary research e and interviews with experts with deep knowledge of ACM. A number of good practices for implementation in Brazil are advanced along with suggestions for improvements to the portuguese model.
