Resumo(s)
Este trabalho visa identificar o interesse nacional energético na componente dos
combustíveis fósseis, especificamente no petróleo e gás natural, na região geográfica do
Golfo da Guiné para que seja possível definir os instrumentos necessários para a
salvaguarda do interesse nacional português na região. Individualizando os diferentes
níveis conceptuais de interesse nacional, de avaliação estratégica, de segurança e a
geopolítica do petróleo e de doutrina do Comprehensive Approach será possível aplicar,
dentro das limitações teóricas do modelo NATO, o Compreensive Operations Planning
Directive. O modelo servirá para estabelecer uma avaliação estratégica da região em
estudo e será a base para definir as linhas de ação estratégicas, como resposta à questão
de partida. Com base neste modelo de análise, o trabalho visa numa primeira parte
identificar o interesse nacional energético na região e fazer um enquadramento do
panorama energético português. Numa segunda fase, será realizada a análise estratégica
da região do Golfo da Guiné, sendo dado particular ênfase aos grandes produtores da
região, Angola e Nigéria. Na terceira e última fase, com base no modelo teórico, serão
descritas possíveis formas para responder às condicionantes da geopolítica do petróleo e
do interesse nacional energético português.
Tendo em consideração a privilegiada posição geográfica portuguesa, que a política
externa é um dos pilares da soberania do Estado e assumindo a necessidade de obter
recursos energéticos para o normal funcionamento da sociedade, importa desenvolver
estudos sobre o papel de Portugal na geopolítica do petróleo e trabalhos baseados em
modelos de análise multidisciplinares para a elaboração futura de quadros prospetivos de
análise.
This work aims to identify the Portuguese national energy interest in the Gulf of Guinea in the field of oil and natural gas in order to define the conceptual instruments to protect the Portuguese energy interest in the region. The theoretical concepts of national interest, strategic analysis, security, oil geopolitics and comprehensive approach will guide us into NATO’s theoretical strategic evaluation model, the Comprehensive Operations Planning Directive (COPD) which will deliver the necessary tools and frames to fulfil the aim of this dissertation. In the first part of this work, NATO’s conceptual model will be used to define the Portuguese energy interest in the Gulf of Guinea region and a panorama of past and current Portuguese energy policies. In the second part, the strategic evaluation of the target region will be discussed, taking in special consideration of the two main players, Nigeria and Angola. In the third part of this research, the results between the Portuguese national energy current policies and outlook, and the strategic evaluation of the Gulf of Guinea will generate paths and vectors that will enable frameworks in order to help those whose job it is to generate, not only answers, but also questions to such a complex strategic environment. Portugal’s particular geopolitical region and foreign affairs, being a pillar of state sovereignty, is linked with the need of energy resources to withstand the regular wellbeing of modern societies. Therefore, it is of outmost importance that the development of studies, which can define the Portuguese role in regional and global oil geopolitics, creates frameworks and academic paths for prospective and multidisciplinary research.
