Na paz ou na guerra, a informação não enfrenta habitualmente fronteiras para
circular em tempo real. Na complexa interação estabelecida entre nações de todo o
mundo, a comunicação é hoje uma valiosa ferramenta. Na doutrina das Forças Armadas
brasileiras, o sistema de Comunicação Social (Com Soc) tornou-se vital para o
planejamento e para a execução das operações, multiplicando o poder de combate e
fortalecendo o moral e a coesão da tropa. Nesta pesquisa, apresentamos uma visão do
modus operandi da comunicação no Exército Brasileiro e analisamos a importância do
trabalho do editor e da agência de notícias institucional para cumprir a missão precípua
do Centro de Comunicação Social do Exército (CCOMSEx) de preservar e fortalecer a
imagem da Força diante dos públicos interno e externo.
A importância desta pesquisa fundamentou-se em verificar a necessidade de
manutenção, de robustecimento ou de aprimoramento da agência de notícias do Exército
Brasileiro, nomeadamente Agência Verde-Oliva, cujo slogan é “Agência Verde-Oliva:
proatividade com segurança”. A recente efetivação desse projeto ousado e inovador do
CCOMSEx permitiu que a Agência se tornasse fonte primária de informação, com o
intuito de proteger e fortalecer a imagem do Exército, em amplo espectro, de maneira
tempestiva e proativa. Com postura colaborativa e multidisciplinar, esse empreendimento
configurou-se adequado às exigências do processo de racionalização do Exército em
tempos de contenção orçamentária.
A revisão da literatura pertinente ao assunto em pauta, a coleta de dados, realizada
por meio de questionários, e a análise dos resultados ratificaram o caráter imprescindível
da agência de notícias no âmbito da Força, além de ressaltar que a arte de bem comunicar
nunca foi tão relevante para os órgãos públicos federais brasileiros, em especial para o
EB, como nos tempos modernos. Por essa razão, as próximas páginas desta pesquisa
apresentam o estudo de alguns aspectos relacionados ao papel do editor no órgão central
de comunicação do Exército Brasileiro, responsável por expor a todo cidadão, brasileiro
ou estrangeiro, o pensamento e as diretrizes do Comando da Força.
Either in wartime or peacetime, information does not usually face barriers to circulate in real time. Today, communication serves as a valuable tool when complex interaction among nations is established worldwide. In the doctrine of the Brazilian Armed Forces, social communication system has become paramount to the planning and execution of operations as it contributes to increase combat power and strengthen the morale and cohesion of the troops. The present research aims to approach the modus operandi of communication in the Brazilian Army as well as to analyze the importance of the work carried out by the editor and the institutional news agency in order to accomplish the main mission of the Brazilian Army Public Affairs Centre (CCOMSEx, acronym in Portuguese) – to preserve and strengthen the image of the Force to internal and external parties. This research seeks to verify the need to maintain, strengthen and improve the Brazilian Army’s news agency, namely Verde-Oliva Agency, whose slogan is “Verde- Oliva Agency: proactivity with security”. The recent implementation of this bold and innovative project of CCOMSEx has helped the Agency to become a primary source of information in order to protect and enhance the Army’s image, in a wide range, by acting proactively and in timely manner. The news agency, which integrates a collaborative and multidisciplinary approach, has been adequate to suit the Brazilian Army’s rationalization process requirements during budgetary restraint. Procedures such as review of specific literature on the issue, data collection with questionnaire and results assessment have not only confirmed the indispensable nature of the news agency in the Army but also emphasized that the art of communicating more and better has never been so significant to the Brazilian Federal Public Bodies, particularly to the Brazilian Army, as in the present time. Therefore, the following pages of the present research address issues concerning the editor’s role in CCOMSEx, who is responsible to inform Brazilian or foreign citizens the thought and guidelines of the Commander of the Army.
