Nos últimos anos tem-se assistido à intensificação da pirataria e outras ameaças à segurança marítima no Golfo da Guiné. O número de casos tem vindo a crescer, bem como a sofisticação dos ataques, transformando o combate à pirataria numa questão internacional relevante. Este relatório, fruto de um estágio no Ministério dos Negócios Estrangeiros procura examinar a resposta de Portugal para aqueles desenvolvimentos, no plano do seu relacionamento com os países de expressão portuguesa inseridos na região e do contributo do país para iniciativas multilaterais. Ao longo do relatório são abordados: a noção de segurança marítima, as características do Golfo, as linhas gerais da abordagem internacional ao problema e o papel de Portugal, formulando-se, por fim, algumas reflexões visando a melhoria no combate ao fenómeno.
In recent years there has been a growing intensification of piracy and other threats against maritime security in the Gulf of Guinea. The number of cases has increased as well as the sophistication of the attacks, transforming the fight against piracy into a significant international issue. This report is the result of an internship at the Ministry of Foreign Affairs and attempts to examine Portugal’s answer to these developments, in terms of its bilateral relations with the Portuguese speaking countries of the region, as well as its contribution to multilateral initiatives. This report examines: the notion of maritime security, the characteristics of the Gulf of Guinea, the outlines of the international approach towards the problem and the role of Portugal, ending with some reflections seeking to improve the fight against the phenomenon.
