A economia circular em Lisboa e Vale do Tejo

O estágio na Comissão de Coordenação e Desenvolvimento Regional de Lisboa e Vale do Tejo (CCDR-LVT) foi realizado no âmbito da componente não-letiva do mestrado em Gestão do Território e teve como objetivo elaborar um documento orientador para as autarquias da região aplicarem o conceito de economia circular no seu território.
A economia circular consiste num modelo económico que procura alargar o tempo de vida dos produtos, mantendo-os em circulação pelo máximo de tempo possível a partir da reciclagem, reutilização e reparação. Para o fazer é necessário alterar os modos de produção, o modo de vida e as mentalidades dos cidadãos, o modo de atuação das empresas, o urbanismo e a gestão dos resíduos, água e recursos.
O conceito está a ser aplicado total ou parcialmente em vários países, cidades e regiões e a ser promovido pela EU a partir do “Pacote para a Economia Circular” e pelo ciclo de financiamento da EU para o período 2014-2020. Em Portugal, a sua aplicação está numa fase embrionária e apenas em alguns locais. Em dezembro 2017, foi publicado o Plano de Ação para a Economia Circular (PAEC), o primeiro diploma legal dedicado ao tema em Portugal e que teve uma forte influência no trabalho do estágio ao introduzir as Agendas Regionais e as Agendas Locais.
O documento elaborado no estágio apresenta um leque de medidas distribuídas por vários tipos de competências das autarquias e baseadas nos melhores exemplos nacionais e internacionais de práticas circulares, apresentando também como caso de estudo o Concelho de Mafra, um município da RLVT onde já se encontram implementadas bastantes práticas relacionadas com a economia circular.
O trabalho do estágio integrou o início do processo de transição para uma economia circular em Portugal, mas perspetiva-se um longo e desafiante percurso a decorrer .
The internship at the Commission of Coordination and Regional Development of Lisbon and the Tejo Valley happened in the scope of the non-school component of the masters in Land Management and had the porpoise of elaborating an orientation document for the municipalities of the region to apply the concept of circular economy in their territory. The circular economy consists in an economic model that seeks to enlarge the products´ life cycle, keeping them in use for as long as possible trough recycling, re-using and repairing. To do so, it´s necessary to change the methods of production, the way of life and mentality of the citizens, the ways of acting of the companies, urbanism and the management of waste, water and resources. The concept is being applied totally or partially in several countries, cities and regions and being promoted by the EU trough the “Circular Economy Package” and, partially, by the EU financing cycle for the period of 2014-2020. In Portugal, it´s application in in an early stage, being applied only in some places. In December 2017, the Action Plan for the Circular Economy (PAEC, in Portuguese acronym), the first legal diploma devoted to the theme in Portugal, was published and had a strong influence in the internship work by introducing the Regional Agendas and Local Agendas. The document elaborated during the internship presents a variety of measures, organized by the several competences of the municipalities and based on the best national and international examples of circular practices, also presenting the case of study of the Municipality of Mafra, a municipality of the Lisbon and Tejo Valley region where several practices related to the circular economy are already being implemented. The work done in the internship is just part of the beginning of the transition process to a circular economy in Portugal, there is a long and challenging path to follow.
