Pretendeu-se com o presente trabalho realizar um estudo voltado aos órgãos do estado angolano, vocacionados para o atendimento às vítimas de violência. Tem-se como objectivo principal compreender e analisar os procedimentos e as dinâmicas dos processos internos nos órgãos do estado na cidade do Dundo, nomeadamente nos Serviços de Investigação Criminal (SIC), na Direcção da Família e Promoção da Mulher (DIFAMU) e no Tribunal da Comarca da Província da Lunda-Norte. Do ponto de vista metodológico, trata-se de um estudo qualitativo, baseado na aplicação de entrevistas semi-estruturadas aos técnicos e às vítimas; inclui-se também a revisão bibliográfica sobre a temática em estudo.
A partir das informações obtidas pode-se concluir que o sistema de atendimento destes órgãos não funciona devidamente; isso deve-se à falta de qualificação dos técnicos nas áreas em que actuam e de meios básicos que auxiliam o atendimento às vítimas de violência, e à transgressão por parte dos técnicos das políticas públicas descritas pela lei 25/11 de 14 de Julho. Estes aspectos têm contribuído para a deficiência do sistema de atendimento desses órgãos. Portanto, esperamos que, com os resultados alcançados no presente estudo e com as propostas aqui sugeridas, possamos contribuir para o melhoramento do sistema desses órgãos.
This study aimed at the institutions of the Angolan state which assist victims of violence. The main goal is to understand and analyze the procedures and dynamics in the state institutions placed in the city of Dundo, namely in the Criminal Investigation Services (SIC), the Directorate of Family and Promotion of Women (DIFAMU) and in the Court of Lunda-Norte. From the methodological point of view, this is a qualitative study, based on the application of semi-structured interviews to technicians and victims. The study also includes the bibliographic review of the main issues related to the topic. From the information obtained, we can conclude that the system of victims’ care does not function properly. This is due to the lack of qualification of the technicians in their work field, to the lack of basic tools that help assisting the victims of violence and to the transgression by the technicians of the public policies described in the law 25/11 of July 14. These aspects have contributed to the deficiency of the system of victims’ care in these institutions. Therefore, we hope that, with the results achieved in this study and with the proposals suggested here, we can contribute to the improvement of the system of these institutions.
