São Tomé e Príncipe é um Estado soberano localizado no Golfo da Guiné, uma região muito rica em recursos energéticos, ao ponto de se chamar de nomes como« o novo mapa de tesouro, novo Kuwait2» ou « rota de petróleo,3» em alusão a imensidão dos recursos ali existente.
É nesta região, com uma qualidade geograficamente excecional, onde São Tomé e Príncipe dispõe de uma Zona Económica Exclusiva que estende como território fronteiriço de comunicação com os demais países da região.
São Tomé e Príncipe é um microestado de onde sobressaem vulnerabilidades e dependência como questões recorrentes. Por essa razão, é no mar com uma fronteira de 261 km onde estão partes da estratégia para o desenvolvimento, como pesca e eventual exploração de petróleo.
Assim, questões de segurança marítima no Golfo da Guiné passaram a destacar-se prioritariamente na agenda dos países da região e dos que direta ou indiretamente se veem afetados com os crescentes ventos de ameaça de pirataria, que vinha sendo mais notório noutras paragens do mundo até se escalarem no Golfo da Guiné.
São Tomé e Príncipe certamente contribuirá para a segurança marítima na região. A sua contribuição parte logo pela estabilidade político-governativa, que tem de se firmar e espelhar confiança e a capacidade do país assumir compromissos com os demais países na região. Até onde pode o país com recursos limitados e dependente se comprometer para salvaguarda daquilo que possui?
São Tomé and Príncipe is a sovereign microstate located in the Gulf of Guinea, a region very rich in energetic resources to the point of being called « new treasure map or new Kuwait » or « new oil route » given to enormous resources in that region. It is in that region, with an exceptional geographic position, where São Tomé and Príncipe has an Exclusive Economic Zone extensible as a boarder territory of communication with others countries in the region. São Tomé and Príncipe, is a microstate with constant vulnerabilities and depending on the help of its partners as recurrent issue. For this reason, it is at sea with a maritime boarder of 261km where parts of the strategies to development are planned, especially through fishing and eventually future oil exploration. Maritime security issue in the Gulf of Guinea stood out primarily within the agenda of the countries in the region and in the countries directly or indirectly affected by growing event of piracy threat that was more notable in others regions until it started to escalate in the Gulf of Guinea. Certainly, São Tomé and Príncipe will contribute to maritime security in the region. The contribution of the country should be based in political and governmental stability that has to be kept as an example, showing confidence and capacity of the country in holding on to commitments alongside with others countries in the region. How far can a country with limited resources and dependent invest to safeguard what it possesses?
