A OCDE é atualmente uma das Organizações Internacionais mais reconhecidas
mundialmente. O projeto de transformação da OECE para a constituição da OCDE
nos anos 60 permanece na história como exemplo de esforço e ambição políticodiplomática.
No seu âmago continha a aspiração de uma melhor e mais abrangente
cooperação multilateral.
A Organização tem sido capaz de fazer frente aos desafios que a globalização impôs,
em muitos setores, destacando-se como líder. A sua prestigiada base de dados é um
terreno fértil para as suas análises e previsões.
Este think tank de desenvolvimento económico e social conta com mais de cinco
décadas de trabalho. Transportando a mensagem “melhores políticas para uma vida
melhor”, tem sido capaz de influenciar, através do uso do Soft Power, não só
governos nacionais dos seus países membros como também decisores políticos de
países não membros.
Portugal, membro desta Organização desde a sua génese, deteve desde sempre, nesta
mesa internacional, um lugar importante. Em novembro de 2014, com a eleição do
Embaixador de Portugal junto da OCDE para Presidente do Comité das Relações
Externas (CRE), foi concedida ao nosso país uma maior visibilidade no seio desta
Organização.
Este acontecimento histórico coincidiu com a nossa chegada à Delegação Permanente
de Portugal junto da OCDE, para assumir funções como estagiária, selecionada pelo
Instituto Diplomático, para a obtenção do grau de mestre, na FCSH-UNL.
Neste centro idílico de acontecimentos foi-nos confiada a missão de apoiar o Sr.
Embaixador na sua Presidência do CRE. Com um ano de 2015 particularmente rico
em matéria internacional, este relatório apresenta-se como resultado dos seis meses de
estágio na Delegação Permanente de Portugal junto da OCDE em Paris.
The OECD is currently one of the most recognized International Organizations worldwide. The transformation project of the OEEC to the constitution of the OECD in the 60s remains in history as an example of political and diplomatic effort and ambition. At its core it contained the aspiration of a better and more comprehensive multilateral cooperation. The Organization has been able to face the challenges that globalization has imposed, in many sectors, standing out as a leader. Its prestigious database is a breeding ground for their analysis and forecasts. This Think tank for economic and social development counts with more than five decades of work. Caring the message “better policies for better lives” it has been able to influence, through the use of Soft Power, not only national governments of its members but also policy makers from non-members countries. Portugal, member of this organization since its foundation, always held, at this international table, an important place. In November 2014, with the election of the Ambassador of Portugal to the OECD for President of the External Relations Committee (CRE), a greater visibility within this organization was granted to our country. This historic event coincided with our arrival to the Delegation of Portugal to the OECD, to assume tasks as a trainee, selected by the Diplomatic Institute, to obtain my master's degree, at FCSH-UNL. In this idyllic centre of events we were assigned with the mission to support the Ambassador in his presidency of the ERC. With a year as 2015 particularly rich in international matters, this report is presented as a result of the six-month traineeship in the Portugal Delegation to the OECD in Paris.
