A presente dissertação investigou a trajetória político-institucional da Fiocruz, a partir da
discussão do seu modelo de gestão, entre os anos de 1970 e 2003. Discutimos a organização e
política da instituição, tendo como objetivo identificar os conflitos entre os ideais público e
privado relativos à fundação, explorando os itinerários que culminaram na edificação de um
projeto institucional de orientação empresarial. Definiu-se como baliza temporal o período de
1970 a 2003, que compreende dois distintos momentos na história da Fiocruz: um primeiro
subperíodo de 1970 a 1988, em que responde pelo Direito Privado; e de 1988, ano da
promulgação da Constituição Federal Brasileira, até 2003, quando se enquadra no regime de
Direito Público, define seu modelo de gestão e estabelece o estatuto oficial vigente até os dias
de hoje.
The present dissertation investigated the political-institutional trajectory of Fiocruz, from the discussion of its management model, between the years of 1970 and 2003. We discuss the organization and politics of the institution, aiming to identify the conflicts between the public and private ideals related to the foundation Fiocruz, exploring the itineraries that culminated in the construction of an institutional project of business orientation. We have chosen the period from 1970 to 2003, which comprises two distinct moments in the history of Fiocruz: a first subperiod from 1970 to 1988, in which it responds by the Private Law; And from 1988, the year of the promulgation of the Brazilian Federal Constitution, until 2003, when it falls under the Public Law regime, defines its management model and establishes the official statute up to the present day.
