Este trabalho pretende contribuir para a perceção e consciencialização dos vários
agentes implicados nas problemáticas relativas à acessibilidade da web e à inclusão
digital - desenvolvedores, políticos, investigadores e público em geral - oferecendo um
guia teórico e prático para todos. Nesse sentido, o trabalho divide-se em duas partes.
Na primeira, de caráter predominantemente teórico e concetual, identificam-se os
temas relativos à acessibilidade da web no contexto internacional e nacional. São aqui
abordados os conceitos que importam definir ou clarificar, a história da legislação até
aos nossos dias e, por fim, os estudos similares sobre a acessibilidade web dos
serviços públicos portugueses. Na segunda parte, de caráter predominantemente
prático, apresenta-se uma análise a 96 páginas na web de serviço público realizadas
através do validador automático AccessMonitor, indicam-se as piores e as melhores
práticas, assim como um conjunto de soluções técnicas para os erros mais frequentes.
Os resultados mostram que a larga maioria dos sítios do Estado não passa nos
mínimos exigidos pela lei e pela agenda digital proposta pelo governo, e que existem
ainda muitas barreiras ao acesso de largas faixas da população aos serviços públicos na
web.
This work aims to contribute to the perception and awareness of the different actors involved in issues relating to web accessibility and digital inclusion – developers, politicians, researchers and the general public – by offering a theoretical and practical guide to all. Thus, the work is divided in two parts. The first predominantly on theoretical and conceptual aspects, identifies the issues related to web accessibility in the national and international context. Here are covered the concepts that matter to define or clarify, the history of law to the present day and, finally, some similar studies on web accessibility of the portuguese public services. The second part, mainly of pratical nature, presents an analysis of 96 web pages of public service performed by the automatic validator AccessMonitor, identifies the worst and best practices, as well as a set of technical solutions to the most frequent errors. The results show that the vast majority of government websites does not pass the minimum required by law and by the digital agenda proposed by the government, and there are still many barriers to the access of large groups of the population to public services on the web.
