Num contexto democrático, a noção de participação constitui-se como algo
incontornável, decorra esta de mecanismos preexistentes e assegurados pelos órgãos
decisores, ou de mecanismos alternativos criados espontaneamente por parte dos
cidadãos. O presente estudo debruça-se sobre os mecanismos de participação cívica
decorrentes do contexto tecnológico actual, revolvendo em torno da análise de três
questões basilares: (1) o papel que desempenham as Novas Tecnologias da Informação
e da Comunicação (NTIC) no processo de formação de uma opinião pública, (2) o
potencial das NTIC no que respeita à mobilização para a participação cívica efectiva –
em contextos online e offline – e (3) a aferição dos efeitos dessa mesma participação,
que nasce a partir do ciberespaço, junto dos órgãos decisores. A exploração destas
temáticas é realizada por via da selecção de um issue político contemporâneo de âmbito
transnacional: a Parceria Transatlântica para o Comércio e Investimento – ou Tratado
Transatlântico - e o consequente movimento de oposição que emergiu no seio da
sociedade civil europeia – particularmente a Iniciativa de Cidadania Europeia
In a democratic context, the concept of participation is established as something inescapable, wether it results from pre-existing mechanisms assured by decision makers, wether it results from alternative mechanisms spontaneously generated by citizens. This study focuses on civic participation mechanisms that arise from the present technological setting, revolving around three key subjects: (1) the role that new information and communication technologies (ICT) play on the process of public opinion formation, (2) the ICT’s potential concerning mobilization to an effective civic participation – in online and offline contexts – and (3) the assessment of the effects that that same participation, that arises from cyberspace, has amongst decision makers. The breakdown of these subjects is accomplished through the study of a contemporary political issue of transnational scope: the Transatlantic Trade and Investment Partnership and its resulting opposition that emerged within the European civil society – particularly through the European Citizen’s Initiative
