Este documento integra-se na componente não letiva – estágio curricular - do Mestrado
em Urbanismo Sustentável e Ordenamento do Território (MUSOT), que decorreu no
Gabinete de Planeamento Estratégico (GPE), na Câmara Municipal de Palmela, entre
janeiro e maio de 2015.
O trabalho realizado inseriu-se no âmbito das competências daquele departamento
municipal, nomeadamente c) “Gerir e monitorizar o Plano Diretor Municipal (PDM) e
assegurar a sua revisão e d) Promover a monitorização e avaliação do estado de
ordenamento do território”. A revisão do PDM, é um momento crucial para avaliar a
execução do plano, sobretudo no que diz respeito à ocupação do solo e identificar as
dinâmicas que ocorreram durante o horizonte temporal do plano, de forma a identificar
os objetivos atingidos, os objetivos que ficaram por alcançar e os novos problemas que,
entretanto, surgiram e que necessitam de intervenção.
Neste contexto, o relatório pretende ser um contributo para o processo de revisão do
PDM e um apoio à decisão no desenhar da estratégia do plano. O objetivo principal do
relatório é avaliar a execução dos perímetros urbanos do município de Palmela e as
alterações ocorridas no parque habitacional, desde a entrada em vigor do PDM. Para tal,
analisa-se: o grau de execução do parque habitacional dos perímetros urbanos do
município de Palmela, face ao previsto em sede de PDM; a evolução e a situação atual do
parque habitacional de dois perímetros urbanos do município de Palmela, nas últimas
duas décadas, face ao perspetivado no PDM.
This document is part of the non-academic component – internship – from the master’s degree in Sustainable Urban development and Territorial Management, that occurred in the Planning Strategic Office, in the Municipal Chamber of Palmela, between January and May of 2015. The work realized was included within the abilities and competencies from the municipal department, namely c) “To manage and monitor the Master Plan and to ensure their revision and d) “To Promote the monitoring and evaluation of the territorial management”. The revision of the master Plan, is a crucial moment to evaluate the plan’s execution, especially in terms of soil occupation and to identify the dynamics that occur during the plan’s timeline, in a way to identify the achieved objectives, the objectives that stayed incomplete and new problems that appear and need intervention. In this context, the report intends to be a contribution towards the revision process of the Master Plan and a support in the decision developing a strategic plan. The main goal of the report is to evaluate the execution of the urban perimeters in the municipality of Palmela and the modifications in the housing stock, since the implementation of the Master Plan. For this, is analysed: the level of execution of the housing stock, the urban perimeters in the municipality of Palmela, as scheduled in the main office of the Master Plan; the progress and current situation of the housing stock of two urban perimeters in the municipality of Palmela, in the past two decades, according to the perpective of the Master Plan.
