O Mar é um vetor de desenvolvimento suportando várias e numerosas atividades como o transporte marítimo, o turismo, a construção e reparação naval ou a náutica de recreio, entre muitas outras atividades tradicionais ou emergentes. Portugal sendo um país na encruzilhada de diversas rotas marítimas com um imenso espaço marítimo sob sua jurisdição e um dos maiores da Europa e do mundo, necessita de tirar proveito deste potencial motor de desenvolvimento que é o mar. Portugal esteve vários anos afastado do mar por má gestão e coordenação politica, no entanto nos dias de hoje, o nosso país tenta virar essa página negativa da sua história procurando produzir um pensamento estratégico através da conceção de políticas de governação, gestão e valorização do Oceano, Portugal pretende desenvolver medidas que assegurem o melhor aproveitamento deste recurso, procurando ter um papel ativo no desenvolvimento da Política Marítima da União Europeia e do Mundo. Foi neste contexto que se criou a Estratégia Nacional para o Mar como forma de valorizar este recurso precioso e com um potencial enorme capaz de dar condições de Portugal se afirmar num mundo cada vez mais globalizado e interligado entre si. Portugal possui varias atividades ou sectores ligados ao mar, sendo de destacar enquanto exemplo e modelo de sucesso o Porto de Sines que, possuindo condições e características únicas, tem conseguido impor-se no mercado mundial através do ganho de relevância nas rotas marítimas internacionais.
The Sea is a vector of development supporting various and numerous activities such as shipping, tourism, shipbuilding and repair or recreational boating, and many other traditional or emerging activities. Portugal being a country at the crossroads of several maritime routes, with one of the of the world's greatest EEZ area needs to take advantage of this potential development engine that is the sea. Portugal spent several years away from the sea by poor management and policy coordination. However, nowadays, our country tries to turn this negative page of history by seeking to produce a strategic aproach to sea related issues trough the design of governance and management policies. Theses policies are aimded to develop measures that will allow our country to have a more active role in the development of the EU Maritime Policy. It was in this context that was created the National Ocean Strategy as a way to take benefict from this precious resource with enormous potential to give Portugal a favorable position in an increasingly globalized world. Portugal has several activities or sectors linked to the sea. The port of Sines can be a considered as a sucessful model in the constest of sea related activities. For its unique conditions and characteristics, the porto of Sines has been able to impose itself on the word market through an increased relevance in internacional maritime routes.
