The current report was drafted based on the work developed during my traineeship at the Portuguese Permanent Representation to the European Union, between Octobre of 2024 and April of 2025, thus concluding the non-lecture phase of the Masters in Law, specialization in International and European Law.
The traineeship was deeply enriching on a multitude of levels and allowed me to deal with several professional sectors and settings that were new to me up until this point. Amongst these new experiences, I was appointed to the Digital core of the Portuguese Permanent Representation, where I was presented with several emerging issues related to Artificial Intelligence, cybersecurity and the competitiveness of the EU. Alongside with the technical discussions, I was also privileged to engage with several diplomatic agents on various discussions and thus connect with this reality, which often seems distant to the average person.
The report will delve precisely on these matters and attempt to highlight the good and the not so good aspects on some characteristics of the work done at the REPER level and the Council level, as well as engage on the discussion regarding the immunities related to diplomatic agents and servants of the EU. Whilst, the report offers concrete solutions to some identified issues, it also stands to serves another purpose which is to reignite the discussion on those issues.
