A qualidade da democracia nunca está assegurada, nem mesmo em Estados com maior
experiência eleitoral. Com efeito, a magnitude de um fenómeno como as eleições cria
oportunidades para manipulações e falhas. Essas irregularidades podem passar
despercebidas, dado o seu carácter tendencialmente oculto. A dificuldade em identificálas levou a um debate na literatura acerca de como medir a integridade eleitoral e o
desempenho dos EMBs.
Este artigo usa um inquérito original para estudar a integridade das eleições legislativas
de Março de 2024 e o desempenho organizacional dos EMBs, com base nas percepções
dos oficiais eleitorais portugueses, identificando variações nas mesmas. O questionário
permite-nos ainda traçar o perfil de quem discreta e diariamente trabalha para podermos
cumprir um direito que já celebrou o cinquentenário.
A análise mostra que as eleições são geridas/administradas por uma esmagadora maioria
de mulheres, com formação superior e idades compreendidas entre os 51 e os 60 anos.
Ademais, as percepções de integridade eleitoral e do desempenho organizacional das
eleições legislativas de 2024 são geralmente elevadas, em particular nas etapas com maior
envolvimento dos EMBs, e estão muito forte e positivamente relacionadas com a
satisfação no trabalho. Todavia, as percepções são mais baixas nas questões relativas aos
media, à desinformação e ao financiamento dos partidos. Por fim, a relação entre as
percepções do desempenho organizacional e da integridade eleitoral é positiva e muito
significativa.
Esta dissertação procura introduzir um olhar inovador ao estudo da integridade eleitoral
que possa ser triangulado com outras medidas mais comuns.
The quality of democracy is never assured, even in States with major electoral experience. In fact, the magnitude of a phenomenon like elections creates opportunities for manipulation and flaws. These irregularities can undergo unnoticed, given its tendentially hidden character. The difficulty in identifying them raised a literature debate on how to measure electoral integrity and the performance of EMBs. This article uses an original survey to study the integrity of March’s 2024 parliamentary elections and the organizational performance of EMBs, based on Portuguese electoral officials’ perspectives, and to identify variations on those evaluations. The questionnaire allows us to further map the profile of those working daily and discretely to make sure we can fulfil a right celebrating its 50th anniversary. Our analysis shows that elections are managed/administered by an overwhelming majority of women, with academic qualifications and ages comprised between 51 and 60 years old. Moreover, the perceptions of electoral integrity and organizational performance in 2024 parliamentary elections are generally high, particularly in the phases that demand a bigger involvement of EMBs and are strong and positively related to work satisfaction. Nevertheless, the perceptions are lowest in stages related to the media, disinformation, and party financing. Lastly, the relation between perceptions of organizational performance and electoral integrity is positive and very significative. This thesis seeks to introduce an innovative sight in the study of portuguese electoral integrity that can be then triangulated with other, more common, measures.
