Energy poverty is a multifaceted societal and environmental issue that disproportionately affects
poor households. In Portugal, energy poverty rates are among the highest in Europe, with
20.08% of households affected in 2023. To inform targeted policy design aimed at combating
energy poverty among those disproportionately affected, this study explores energy poverty in
Portugal and analyzes the socio-economic, dwelling, and regional characteristics that influence
the likelihood of households below the poverty line to experience energy poverty. The main
findings indicate that tenure status, educational attainment, poor housing conditions, and regional
disparities all influence the likelihood of energy poverty.
