O presente trabalho visa, numa primeira parte, descrever a experiência de estágio
realizada no Ministério dos Negócios Estrangeiros, destacando as funções e estruturas
internas envolvidas na formulação de políticas de segurança e defesa, bem como a
interação do país com a NATO. Inserido no âmbito do Programa de Estágios Curriculares
do MNE, este estágio concedeu-me a oportunidade de acompanhar de perto os processos
decisórios e as atividades diárias da DGPE, em especial da DSD e da Divisão NATO, que
possuem um papel central na articulação da política externa e da diplomacia portuguesa
no quadro da Aliança Atlântica.
Ademais, o trabalho proporciona uma análise da evolução histórica da relação
entre Portugal e a NATO, desde a sua adesão como membro fundador, em 1949, até ao
nosso contemporâneo. A investigação aprofunda-se na preparação e nos resultados da 34ª
Cimeira da NATO, evento de grande importância para o futuro da Aliança Atlântica e
para os interesses estratégicos de Portugal.
Finalmente, o estudo destaca a relevância contínua da NATO na PEP, uma aliança
que assegura tanto a segurança e defesa nacional como a capacidade do país de influenciar
decisões no plano internacional.
This paper aims to describe, in a first part, the internship experience at the Ministry of Foreign Affairs, highlighting the internal functions and structures involved in formulating security and defence policies, as well as the country's interaction with NATO. Integrated in MNE´s Curricular Internship Programme, this internship allowed me to closely follow the decision-making processes and daily activities of the DirectorateGeneral for Foreign Policy, especially the Directorate for Security and Defence Affairs and the NATO Division, which play a central role in articulating portuguese diplomacy and foreign policy within the framework of the Atlantic Alliance. Furthermore, the work provides an analysis of the historical evolution of the relationship between Portugal and NATO, from its accession as a founding member in 1949 to the present day. The research delves into the preparation and results of the 34th NATO Summit, an event of great importance for the future of the Atlantic Alliance and for Portugal's strategic interests. Finally, the study emphasises the continuing importance of NATO in portuguese foreign policy, an alliance that ensures both national security and the country's ability to influence decisions at international level.
