O Brasil possui uma extensa gama de políticas públicas, direcionadas, prioritariamente, a esferas da base estrutural do país. Dentre essas esferas, a segurança pública se consolidou como uma grande problemática social, consoante os índices crescentes de criminalidade e o pânico gerado pela sensação de insegurança na população. O PRONASCI, Programa Nacional de Segurança Pública com Cidadania, teve sua concepção embasada em políticas de repressão à violência e criminalidade agregadas a políticas de direito cidadão e inclusão social, visando suprir uma lacuna faltante nas políticas do Estado, que delegava ao âmbito penal a responsabilidade exclusiva de combate ao estado de violência. A presente dissertação tem como objetivo principal a análise das funções punitivas estatais contidas em políticas públicas brasileiras, tanto em sua estrutura quanto em sua atuação real, enfocando os meandros dos mecanismos de controle objetivos e subjetivos aplicados pelo Estado. Tendo como base as ideias os autores Michel Foucault, David Garland, Loïc Wacquant e Eugenio Raúl Zaffaroni, para a percepção do que é a punição e seu significado social. Serão analisadas as condicionalidades das políticas públicas escolhidas, visando ampliar o entendimento a respeito das punições contidas em sua organização. As políticas públicas analisadas são: Geração Consciente, Mulheres da Paz e Protejo – Casa das Juventudes, que compõe o Território de Paz, construído pelo PRONASCI, no Bairro Guajuviras, na cidade de Canoas, Rio Grande do Sul, Brasil. Também será analisado, de uma forma mais ampla, o próprio PRONASCI e o contexto no qual foi criado.
Brazil possesses an extensive range of public policies turned to, primarily, the bases of the structural sphere of the country. Among this spheres, public security has consolidated itself as one massive social problem, given the rising indices of criminality and the alarm caused by the population’s insecurity feeling. PRONASCI, National Public Security with Citizenship Program, has grounded their design by violence and criminality repression’s policies together with citizen’s rights and social inclusion policies, with the purpose of suppressing a gap in the state policies, that delegated as criminal matters the exclusive responsibilities of fighting of the state of violence. This thesis has as its main goal the analysis of the punitive functions of the state contained in brazilian public policies, both in its structure and in its actual operations, focusing on the ins and outs of the objective and subjective control mechanisms applied by the state. Based on authors such as Michel Foucault, David Garland, Loïc Wacquant and Eugenio Raúl Zaffaroni’s perceptions of what is punishment and it’s social meaning. The conditionality of the public policies of choice will be analyzed, aiming to expand the understanding regarding the punishments contained in its organization. The public policies to be analyzed are: Geração Consciente (Conscious Generation), Mulheres da Paz (Women of Peace) and Protejo – Casa da Juventude (House of Youth – Protect), projects of Território de Paz (Territory of Peace), that are part of the PRONASCI, in the Guajuviras neighborhood, in the city of Canoas, Rio Grande do Sul, Brazil. It will be also analyzed, more broadly, PRONASCI itself and the context in which it was created.
