O novo contexto de segurança na Europa, na sequência da agressão russa à Ucrânia,
relançou o debate sobre a necessidade de uma maior coordenação europeia no
domínio da defesa. Esta dissertação foca, especificamente, o projeto de aquisição
conjunta de munições de grande calibre, coordenado pela Agência Europeia de
Defesa, para analisar criticamente o contributo das medidas de resposta a crises e a
sua relação com a integração europeia. A partir dos pressupostos do
neofuncionalismo, questiona-se se este projeto, que colocou a EDA em cena, pode
atuar como um catalisador da integração europeia? O intergovernamentalismo liberal
contribui para compreender a resposta dos Estados a este projeto, evidenciando os
desafios e as oportunidades para uma política de defesa mais coordenada. Através
de entrevistas a agentes relevantes, complementadas por dados qualitativos e
quantitativos, explora-se analiticamente o processo de tomada de decisão,
evidenciando a pressão por respostas funcionais e as tensões intergovernamentais
geradas.
The new security environment in Europe, following Russian aggression against Ukraine, has reignited the debate on the need for greater European defense coordination. This dissertation focuses specifically on the joint acquisition of shells, coordinated by the European Defence Agency (EDA), to critically analyze the contribution of crisis response measures and their relationship with European integration. Based on the assumptions of neofunctionalism, the study questions whether this project, which brought the EDA to the forefront, can act as a catalyst for European integration. Liberal intergovernmentalism helps to understand the response of the Member States to this project, highlighting the challenges and opportunities for a more coordinated defense policy. Through interviews with relevant actors, complemented by qualitative and quantitative data, this dissertation analytically explores the decision-making process, revealing the pressure for functional responses and the intergovernmental tensions generated.
