A Organização das Nações Unidas e a necessidade de reforma do seu Conselho de Segurança perante o actual sistema internacional

Abstract

A Organização das Nações Unidas, desde a sua fundação, tem vindo a desempenhar um papel singular no sistema internacional. Especialmente após a Guerra Fria, os Estados-Membros adoptaram uma postura mais firme no que diz respeito à reforma necessária do Conselho de Segurança, dado ser o órgão responsável pela paz e segurança internacionais. A presente investigação procura estabelecer uma ligação entre a necessidade dessa reforma e as propostas apresentadas por vários actores, principalmente por vários grupos de Estados organizados (blocos), considerando a evolução do sistema internacional e, igualmente, o processo desencadeado por mecanismos institucionais das Nações Unidas. Num primeiro momento, são apresentadas teorias e princípios que contribuíram para a criação da ONU, nomeadamente o Liberalismo internacionalista, o Neo-realismo, a Escola inglesa e o Equilíbrio de poder, bem como a tipologia de mudança no seu sistema. Em momento posterior, é abordada a arquitectura institucional da ONU e suas origens, tal como se analisa o Conselho de Segurança no que respeita à negociação da sua origem, estrutura, princípios e poderes. Em momento último, efectua-se uma análise ao contexto histórico do processo de reforma do Conselho de Segurança, incluindo as acções dos mecanismos institucionais, as propostas dos actores e os temas em debate. Considerando as alterações constantes do sistema internacional, conclui-se que a Organização das Nações Unidas deve pautar pela evolução contínua e construtiva a fim de desempenhar um papel eficaz e legítimo nesse mesmo sistema.

Since its foundation, the United Nations has been developing an unique role in the international system. Especially with the end of the Cold War, the Member States have adopted a strong position regarding the Security Council’s necessary reform due to the fact that it has the primary responsability for the maintenance of international peace and security. The present investigation aims to establish a link between the reform’s necessity and the proposals submitted by several actors, mainly by several organised groups of states (blocks), taking into account the evolution of the international system and the process set by United Nations institutional mechanisms. Initially, the origin of the United Nations is presented by theories and principles such as International Liberalism, Neorealism, English School and Balance of Power. Also, it is studied the type of change in its system. At a time subsequent, it is also studied the United Nations’ institutional architecture and its origin, and the Security Council regarding its origin’s negotiation, structure and powers. Finally, it is analysed the historical context of the Security Council’s reform process, including its institutional mechanisms’ actions, the actors’ proposals and the themes under discussion. It is concluded that the United Nations should constantly and constructively develop considering the international system’s changes, in order to perform an efective and legitimate role on it.
