The high rate of foster care placement in Flanders demonstrates the need for more effective
preventive social interventions and policies. Social impact bonds are increasingly innovative
tools to unlock financial capital to finance such interventions. This work project evaluates
whether a social impact bond is a suitable tool to finance and implement an intervention model,
Voorzorg, an early-child prevention program for young mothers and children at risk. The
outcomes of the research show the significant economic and social value of this outcome-based
contract for the implementation of Voorzorg in Belgium.
