The low uptake of agricultural insurance in Portugal, despite the increasing climate risks, poses
significant challenges to the resilience of the farming sector. This thesis analyses the factors
behind this limited adoption, focusing on regional variations and social, economic, and
geographic determinants. Using data from IFAP (Portuguese Institute for Financing Agriculture
and Fisheries) and the 2019 Agricultural Census, this study explores the barriers and
opportunities for improving insurance coverage. The findings inform policy recommendations
aimed at enhancing insurance accessibility and strengthening the agricultural sector’s ability to
withstand climate-related risks.
