A introdução de SCUT modificou a estrutura de acessibilidade do país, reduzindo distâncias entre regiões e proporcionando novas dinâmicas às cidades, tanto a nível económico como social. Em 2010, o Governo decidiu introduzir taxas aos utilizadores. Esta medida levantou bastante discussão especialmente em vias onde as alternativas não se mostravam minimamente eficazes. Foram investidos milhões de euros na colocação de pórticos com custos de manutenção elevados e aumentada a pressão sobre a rede nacional alternativa com limitadas condições de acessibilidade e segurança. Passados cinco anos da introdução das portagens o presente relatório pretende efetuar uma avaliação do impacto dessa medida. Neste contexto, a informação disponibilizada aliada aos Sistemas de Informação Geográfica (SIG) permite modelar, recolher, armazenar, exibir e analisar a rede de autoestradas EX-SCUT. A análise do impacto de pagamento de portagens constitui uma ferramenta para auxiliar na avaliação das mudanças causadas pela introdução do pagamento de portagens nas áreas envolventes. O presente estágio pretende analisar o impacto da introdução do pagamento de portagens nas EX-SCUT, consequente desvio de tráfego e aumento da sinistralidade nas vias alternativas
Portanto, de forma a atingir o objetivo principal, foram utilizados dados alfanuméricos e shapefiles disponibilizadas pela instituição, refente ao tráfego e aos acidentes rodoviários, assim como uma base de referência para georreferenciação dos dados (Rede Calibrada da EP) em ambiente ArcGis. Para a análise das dinâmicas regionais foram utilizados dados disponíveis no portal do INE e PORDATA. Os resultados obtidos permitem perceber qual o impacto do pagamento de portagens nas EX-SCUT no panorama nacional
The SCUT introduction modified the country accessibility structure, reducing distances between regions and giving cities new dynamics, in economic and social levels. In 2010, Government decided to introduce taxes to its users. This act raised a lot of arguments mainly focused in roads where their alternative routes weren’t very effective. Millions of euros were invested in porticos, with high maintenance costs and the alternative national network, with limited accessibility and safety conditions, had its traffic intensified. After five years since the porticos introduction, the main goal of this report is to evaluate this measure impact. In this context, the given information coupled with Geographic Information System (GIS) can model, collect, store, display and analyse the EX-SCUT highway network. The impact of the toll payment analysis is a tool to help the evaluation of changes caused by the toll payment introduction in the involving areas. This current internship objective is to analyse the introduction of toll payment in EX-SCUT impact, consequent traffic detour and increase accident numbers in alternative routes. So, to reach the main goal, alphanumeric data and shapefiles, spared by the institution, regarding trffic and road accidents were used, as a reference base to data georreferentiation (“Rede Calibrada da EP”) in ArcGis environment. To analyse regional dynamics, data provided in INE portal e PORDATA were used. The results allow us to understand the toll payment in EX-SCUT impact in the national panorama.
