O Tratado de Lisboa foi responsável por introduzir importantes alterações no domínio da ação externa da União Europeia. A criação de um serviço diplomático da União Europeia, a atualização do mandato do Alto Representante da União para os Negócios Estrangeiros e a Política de Segurança, e o reforço dos poderes legislativos, orçamentais e de controlo político do Parlamento Europeu são algumas das inovações concretizadas. O objetivo era claro: melhorar a coordenação e cooperação entre as instituições europeias no desenvolvimento da ação externa da União. Esta dissertação centra-se no conceito de responsabilização no contexto da relação estabelecida entre o Parlamento Europeu e o Serviço Europeu para a Ação Externa, enquanto garantia de supervisão democrática e escrutínio parlamentar. A análise dos mecanismos de responsabilização em vigor, sejam eles formais ou informais, tem o mérito de destacar as dinâmicas institucionais existentes e, sobretudo, as dificuldades e desafios associados à relação de responsabilização. A investigação aqui desenvolvida sublinha a importância crítica da responsabilização no reforço da credibilidade e eficácia dos compromissos externos da União Europeia, especialmente no que concerne à atuação do serviço diplomático, oferecendo recomendações sobre potenciais reformas e melhorias.
The Treaty of Lisbon was responsible for introducing important changes in the field of the European Union's external action. The creation of a European Union diplomatic service, the updating of the mandate of the High Representative of the Union for Foreign Affairs and Security Policy, and the strengthening of the legislative, budgetary and political control powers of the European Parliament are some of the innovations achieved. The objective was clear: to improve coordination and cooperation between European institutions in the development of the Union's external action. This dissertation focuses on the concept of accountability in the context of the relationship established between the European Parliament and the European External Action Service, as guarantee of democratic oversight and parliamentary scrutiny. The analysis of the accountability mechanisms in place, whether formal or informal, has the merit of highlighting the existing institutional dynamics and, above all, the difficulties and challenges associated with the accountability relationship. The research developed here highlights the critical importance of accountability in reinforcing the credibility and effectiveness of the European Union's external commitments, especially with regard to the performance of the diplomatic service, offering recommendations on potential reforms and improvements.
