Resumo(s)
The current Portuguese treatment system suffers from high relapse rates of substance
users, who also struggle with employability. The Individual Placement and Support, Social
Impact Bond aims therefore to address root causes of relapse, to offer an innovative, cost efficient solution for the government and investors. IPS aims towards sustained placement, and
lower relapse rates by improving re-integration and other relevant factors. The project surplus
amounts to 44.949,00€, with an 7,80% IRR, when a 33,35% placement rate and 18% relapse
reduction is achieved. Reasoned by the promising outlook of this intervention, it is highly
recommend to realize the Social Impact Bond.
