Among an evolving healthcare landscape, Portugal struggles with a shortage of family
doctors, impacting primary care. This study explores the historical evolution of Portugal's
primary care and the emergence of critical challenges, leading to prolonged waiting times and
compromised preventive care. Via Verde Saúde, developed in 2022, stands as an innovative,
temporary response to the family doctor shortage. By exploring the prevalent themes in
qualitative research from patient surveys and professional interviews, supplemented with a
cost-consequence analysis, this study enriches the current literature on personalized care, task shifting, and primary care accessibility. It offers a nuanced understanding of Via Verde Saúde's
role in the broader context of healthcare transformation.
