The Local Health Unit (ULS) model is operating in Portugal since 1999 and is being
generalized. Hospital care is the subject of much controversy, particularly in emergency services.
We developed a study to understand if this new model has been more efficient than the standard
model regarding hospital care. We performed a stochastic frontier analysis with data from 4
years, showing that the fact of being an ULS has not been significant for the efficiency of health
units and proving that if quantity outputs are used, efficiency scores can be obtained at the
expense of quality.
