A presente dissertação pretende dar a conhecer o papel e intervenção do Tenente Horácio de Assis Gonçalves, o primeiro secretário pessoal de Salazar e uma figura incontornável para a compreensão da ascensão do professor de Coimbra ao poder, no controlo e contenção dos militares dissidentes no pós-guerra e na disputa pelo “delfinato” entre Santos Costa e Marcello Caetano. Numa primeira parte, destacamos a vida de Assis Gonçalves desde os primeiros anos em Vinhais e a Primeira Guerra Mundial, passando pela secretaria de Salazar, o Governo Civil de Vila Real e a direção do Instituto de Assistência à Família. Depois, focamo-nos especificamente no período do pós-guerra e na renovada tarefa de Assis Gonçalves de pacificação dos antigos tenentes do «28 de maio», na relação entre o líder do “partido-militar” Santos Costa e os dissidentes do Estado Novo e na Frente Académica Patriótica, trunfo universitário da fação castrense na disputa pelo poder entre militares e civis que Assis Gonçalves desvenda na sua correspondência pessoal com Salazar.
This dissertation aims to highlight the role and intervention of Lieutenant Horácio de Assis Gonçalves, Salazar's first personal secretary and an essential figure for understanding the Coimbra professor's rise to power, in the control and containment of dissident military personnel in the post- war and in the dispute for the succession between Santos Costa and Marcello Caetano. In the first part, we highlight the life of Assis Gonçalves from his first years in Vinhais and the First World War, through Salazar's secretariat, the Civil Government of Vila Real and the direction of the Family Assistance Institute. Afterwards, we focus specifically on the post-war period and the renewed task of Assis Gonçalves to pacify the former lieutenants of the «28th of May», on the relationship between the leader of the “military party” Santos Costa and the dissidents of the Estado Novo and in the Patriotic Academic Front, the university trump card of the armed forces faction in the dispute for power between the military and civilians which Assis Gonçalves reveals in his personal correspondence with Salazar.
