Water and sewerage concession in Portugal face an adverse public and political opinion.
Despite the theoretical merits of the model, renegotiations, financial compensations along
with high prices for the services have been creating a trend of unilateral reversions and the
absence of new concessions awards. A specific and real case will be analyzed, determining if
the procedures and contractual terms are appropriate in terms of economic regulation or if,
on the contrary, imposes costs to users and provide “abnormal” returns to the private
operator
