O estado universal segundo Alexander Wendt: Utopia, possibilidade ou inevitabilidade?

A presente dissertação, serve para finalizar a Componente Não Letiva do Mestrado em Ciência Política e Relações Internacionais (Área de Especialização em Relações Internacionais) na Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa (NOVA FCSH) e, consequentemente, para a obtenção do grau de Mestre do mesmo. Partindo da questão “O Estado Universal segundo Alexander Wendt: Utopia, Possibilidade ou Inevitabilidade?” Procuramos responder se a visão de Wendt sobre Estado Universal é a mais correta. Se é uma visão utópica, como defende os adeptos da teoria realista; ou se é uma possibilidade e um caminho difícil a ser percorrido como afirma os defensores da teoria liberal; ou se realmente é uma inevitabilidade como defende Wendt na teoria social construtivista. Pretendemos fazer uma ponte ligando a teoria social do construtivismo de Wendt com os principais vertentes das teorias das relações internacionais (realismo e liberalismo). Wendt, chama a atenção para a importância do contexto social em que estados se relacionam entre si, e introduz uma perspetiva idealista para as interações de estados e os interesses derivados dessa interação. Apresentarei neste artigo, os principais argumentos da teoria social defendida por Wendt e da sua visão da inevitabilidade do Estado Universal. Como também os contra-argumentos da sua visão e o que isso representa para Sistema Político Internacional. Pretendemos responder as seguintes questões: Porque o Estado Universal é inevitável segundo Wendt? Em que estágio de desenvolvimento do Estado Universal o sistema internacional se encontra atualmente? Pensar no Estado Universal é uma visão utópica, ou é uma possibilidade no futuro? Entre outras questões pertinentes para nossa investigação.
This Internship Report serves to finalize the Non-Teaching Component of the Master’s degree in Political Science and International Relations (Field of Expertise in International Relations) at Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa (NOVA FCSH) and, consequently, to obtain the Master's degree. Based on the question “The Universal State according to Alexander Wendt: Utopia, Possibility or Inevitability?” We try to answer if Wendt's view of the Universal State is the most correct. If it is a utopian vision, as defended by the supporters of the realistic theory; or if it is a possibility and a difficult path to be taken as affirmed by the defenders of liberal theory; or if it really is an inevitability as defended by Wendt in the social constructivist theory. We intend to build a bridge linking Wendt's social theory of constructivism with the main strands of theories of international relations (realism and liberalism). Wendt draws attention to the importance of the social context in which states relate to one another, and introduces an idealist perspective to state interactions and the interests derived from that interaction. In this article, I will present the main arguments of the social theory defended by Wendt and his vision of the inevitability of the Universal State. As well as the counter-arguments of his vision and what it represents for the international political system. We intend to answer the following questions: Why is the Universal State inevitable according to Wendt? What stage of development of the Universal State is the international system currently at? Thinking about the Universal State is a utopian vision, or is it a possibility in the future? Among other questions pertinent to our investigation.
