This study analyses the implications of the newly created Executive Board (DE-SNS) of the
Portuguese National Health Service (NHS) regarding governance and accountability. Currently,
the Portuguese NHS finds itself in a fragile position, having management issues, non standardized care and high indebtedness. Literature review, expert interviews and an
international benchmark of Finland, Switzerland and the UK allowed for a deep understanding
of the NHS situation and the integration of the DE-SNS within the system. Three
recommendations are proposed to improve the current governance model of the NHS. First,
deep issues can be solved with an amendment of its legal basis. Second, the purchaser-provider
split can be increased by separating powers among the DE-SNS and ACSS. Finally, a bi-annual
meeting with ULS and NHS stakeholders is proposed to integrate care better
