This Work Project analyses the Youth Guarantee implementation by MAXIMUS, a private
provider, in Italy. We draw on data from MAXIMUS participants in Lombardy and Emilia Romagna to examine the effects of training for unemployment, the role of the design of
Public-Private Partnerships, the expansion of MMS operations and solutions to current
problems. Results highlight open-end contracts as the most prominent type of placement,
being the variables of referral type the most significant to achieve a sustainable outcome.
Training shows a statistically significant effect, giving evidence to a locked-in effect
depending on age groups. The importance of monitoring and evaluation systems in the
accreditation process. And the need to integrate employment service in the local communities,
while delivering personalized support
