Poderá a tecnologia blockchain ser aplicada de modo a maximizar as hipóteses de
desenvolvimento? Poderá ser usada para solidificar o mercado digital, criar um novo
tipo de propriedade e um novo sistema de direitos de propriedade? De acordo com
nossa investigação, sim. Mas, assumindo que, como sociedade, caminhamos na
direção certa, por que precisaríamos de um novo tipo de propriedade, de um novo
sistema de direitos de propriedade e da solidificação do mercado digital? Para
responder a estas perguntas, assim com àquelas ocultas dentro de cada uma delas
(que são indispensáveis para a sua compreensão e, por essa razão, devem ser
abordadas), e também para explicar como, em termos teóricos, tudo poderia ser feito,
construímos esta dissertação em torno da ideia de expor, de forma abrangente, a tese
que as respostas formam. Para percebermos algo, é útil questionarmos sua existência.
Uma vez entendido, deve ser passível de ser explicado. Muitas lentes e métodos
podem ser combinados para esse efeito, formando um raciocínio coerente que o
permita fazer. A estrutura desta dissertação, que pode ser percecionada como um
procedimento metodológico, é a espinha dorsal da linha de pensamento. Embora cada
parte, assim como a sua junção, enquanto método, exponham conhecimento
complexo de maneira simples, a estrutura é, na verdade, um procedimento
metodológico. É o processo que escolhemos, considerando ser o mais adequado, para
expor a mensagem que desejamos transmitir: que a tecnologia blockchain pode
promover o desenvolvimento através de um refinamento do sistema de direitos de
propriedade e da criação de propriedade digital, permitindo a criação de uma
jurisdição digital nacional. Dada a complexidade de cada tópico, sem falar na da
combinação de todos eles, qualquer outra coisa mais elaborada que a estrutura que
apresentamos, definida pelos nomes dos capítulos, poderia confundir o leitor. Uma
explicação elucidativa, mas simples, destas novas tecnologias, juntamente com alguns
exemplos de articulações possíveis, e aplicações muito reais, pode permitir que este
texto inspire, mais do que informe.
Can blockchain technology be applied in a way that maximizes the chances of development? Can it be used to solidify the digital market, create a new type of property, and a new system of property rights? According to our investigation, it can. But assuming that, as a society, we are heading where we are supposed to, why would we need a new type of property, a new system of property rights, and the solidification of the digital market? To answer these questions, along with the ones hidden inside each one of them (which are indispensable for their comprehension and, for that reason, must be addressed), and to explain how, in theoretical terms, it could be done, we build this dissertation around the idea of exposing, comprehensively, the thesis that derives from the combination of questions, and answers. To understand something, we must question ourselves about it. Once it is understood, it shall be explainable. Many lenses and methods can be combined for that purpose, forming a coherent reasoning. The structure of this dissertation, which can be perceived as a methodological procedure, is the backbone of the line of thought. Even though each part, as well as the whole, hides a deeper meaning, the structure is, in fact, a methodological procedure. It is the process we chose to expose the message we wish to convey - that blockchain can promote development through the refinement of the system of property rights and the creation of digital property, through becoming a national digital jurisdiction. Given the complexity of each topic, let alone the combination of all of them, in our perspective, anything more elaborated than the structure we present, could confuse the reader. An elucidative explanation of these new technologies, in simple terms, along with some examples of possible articulations, and very real applications, may enable this text to inspire, more than to inform.
