O presente relatório de estágio tem como alicerce o estágio curricular na Representação Permanente de Portugal junto da União Europeia, no Núcleo de Justiça e Assuntos Internos, ao abrigo do Programa de Estágios Curriculares do Ministério dos Negócios Estrangeiros português, durante outubro e abril do ano letivo 2021/2022, permitindo a conclusão do Mestrado em Ciência Política e Relações Internacionais. O estágio de seis meses focou-se, entre outras temáticas da esfera de Justiça e Assuntos Internos, na política de migração e asilo da União Europeia que permitiu a observação direta das diversas dinâmicas associadas a esta vertente da política europeia. Não só foi testemunhado as negociações do Novo Pacto em matéria de Migração e Asilo, mas também a instrumentalização dos migrantes pela Bielorrússia e a crise proveniente da invasão da Ucrânia. Esta conjuntura internacional proporcionou o conhecimento empírico relevante para a elaboração do relatório de estágio que, juntamente com uma investigação científica, procura analisar a resposta da União Europeia, e da respetiva sociedade, a três vagas de refugiados distintas – o pânico no Mar Mediterrâneo em 2015, a tomada de poder pelos Talibãs em 2021 e a invasão da Ucrânia pelas forças russas em 2022.
This internship report is based on the curricular internship at the Permanent Representation of Portugal to the European Union, at the Justice and Home Affairs Unit, under the Curricular Internship Programme of the Portuguese Ministry of Foreign Affairs, during October and April of the academic year 2021/2022, for the conclusion of the master’s degree in Political Science and International Relations. The six-month internship focused, among other subjects in the sphere of Justice and Home Affairs, on the migration and asylum policy of the European Union, which allowed direct observation of the various dynamics associated with this aspect of European policy. Not only were the negotiations of the New Pact on Migration and Asylum witnessed, but also the instrumentalisation of migrants by Belarus and the crisis derived from the invasion of Ukraine. These circumstances provided the relevant empirical knowledge for the development of this internship report which, together with scientific research, seeks to analyse the response of the European Union, and its society, to three distinct waves of refugees – the panic in the Mediterranean Sea in 2015, the Taliban takeover in 2021 and the invasion of Ukraine by Russian forces in 2022.
