Ao estudar a zona costeira, há que se considerar o enorme potencial e interesses econômicos, com diversidade de atividades e atores envolvidos num território frágil e vunerável, o que naturalmente gera conflitos e pressões. A importância da visão estratégica e sistêmica para o planejamento e gestão torna-se ainda mais urgente quando se trata de uma zona costeira detentora de ecossistemas de elevado valor para a biodiversidade.
Esta dissertação tem como objetivo propor uma estratégia de desenvolvimento sustentável para Ilhéus, um município do litoral nordeste brasileiro, rico em natureza, porém carente socioeconomicamente, por forma a aumentar a resiliência das comunidades costeiras aos impactos negativos das alterações climáticas. Para o efeito, usou-se como caso de estudo o empreendimento do Complexo Porto Sul, que comporta um porto de minérios dentro de uma área ambiental protegida, e que poderá gerar transformações sociais, ambientais e econômicas nos próximos anos.
A metodologia preconizada assentou numa pesquisa qualitativa a partir da coleta de dados em diversas fontes disponíveis, como sites oficiais, pesquisas científicas, Planos e Estudos locais, e inquéritos à comunidade e gestores, e retrata um território rico em recursos naturais, com um elevado potencial para o desenvolvimento das comunidades costeiras, porém, sem um planejamento integrado a orientar para uma gestão sustentável, estando sujeito a pressões geradas por interesses econômicos globais. A zona costeira em estudo integra uma Área de Proteção Ambiental e Unidades de Conservação, detentoras de ecossistemas frágeis e fundamentais para o equilíbrio ecossistêmico da região, foi designada como de interesse de Utilidade Pública para fins de desenvolvimento estratégico nacional. A questão de como é possível tornar o crescimento econômico sustentável, não pode deixar de ser colocada.
Esta dissertação alerta para a necessidade de uma gestão proativa que trabalhe em parceria com o planejamento ecossistêmico e integrado, por meio de ações concretas que preparem e adaptem a zona costeira de Ilhéus para os impactos que virão com a implantação do Complexo Porto Sul. Planejamento é a base para uma gestão eficiente, e a governança é o caminho para integrar os diversos intervenientes do território na construção do futuro justo e sustentável desejado.
When studying the coastal zone, one must consider the enormous potential and economic interests, with a diversity of activities and actors involved in a fragile and vulnera-ble territory, which naturally generates conflicts and pressures. The importance of a strategic and systemic vision for planning and management becomes even more urgent when it comes to a coastal zone with high value ecosystems for biodiversity. This dissertation aims to propose a sustainable development strategy for Ilhéus, a municipality on the northeast coast of Brazil, rich in nature, but socio-economically lacking, in order to increase the resilience of coastal communities to the negative impacts of climate change. For this purpose, the Porto Sul Complex enerprise was used as a case study, which includes a mining port within a protected environmental area, and which will be able to gen-erate social, environmental and economic transformations in the coming years. The recommended methodology was based on a diagnosis of the territory based on data collection from various available sources, such as official websites, scientific research, local Plans and Studies, and surveys to the community and managers, portrays a territory rich in natural resources, with a high potential for development of coastal communities, however, without integrated planning to guide sustainable management, being subject to pressures generated by global economic interests. The coastal zone under study Is part of an Environ-mental Protection Area and Conservation Units, holders of fragile ecosystem's balance in the region, and was designated as being of Public Utility interest for purposes of national strategic development. The question to make economic growth sustainable can not be ignored. This dissertation highlights the need for a proactive management that works in partnership with ecosystem and integrated and ecosystem planning, through concrete actions that prepare and adapt the coastal zone of Ilhéus for the impacts that will come with the im-plementation of the Porto Sul Complex. Planning is the basis for efficient management, and governance the way to integrate the various players in the territory in building the desired fair and sustainable future.
