Due to the absence of a multilevel perspective on social entrepreneurship, this study explores the effect of the environmental context on social entrepreneurial motivation in the pre and post venture formation stage. Using a grounded theory approach ,the results show that the lack of existing impact businesses, support from networks, direct exposure to people with special needs, inspirational examples, and international experience positively influence motivation to start a social enterprise. Noticeableimpact and thepartnerships that were established after the creation of a social venture positively in fluence motivation, whereas difficult access to capital, perceived insufficient government support, and traditional market dynamics have been found to negatively affect social entrepreneurial motivation post formation. The paper suggests a proactive role of educational institutions in raising social and international awareness and supports the development of a distinct legal provision for social enterprises to foster social entrepreneurial growth.
