O presente relatório é o resultado de uma pesquisa iniciada durante o estágio curricular realizado na Embaixada do Panamá em Lisboa, e prolongada para o trabalho final do Mestrado. O trabalho centra-se no papel das Organizações Internacionais, tratando o caso específico da Comunidade dos Países de Língua Portuguesa. Nesta organização analisase o Estatuto de Observador Associado, e as razões que levam países que não possuem o português como idioma oficial, a requererem a obtenção deste estatuto. O estudo de caso é feito através da experiência do Panamá. Para tal são apresentadas algumas das principais marcas na sua política externa, com o objetivo de se discutirem as motivações que poderão justificar uma possível adesão ao Estatuto de Observador Associado da CPLP. Assim, conclui-se que existe um conjunto variado de razões que levam países como o Panamá a aderirem à CPLP.
This report is the result of a research started during my internship at the Panama Embassy in Lisbon, that I decided to carry on to my final master’s report. It aims to underline the part that International Organizations have in our daily lives and for the development of International Relations, focusing on the Community of Portuguese Speaking Countries. Its Associate Observer Statute is particularly analyzed, especially the reasons that take countries that do not have this language as an official one to apply for the statute. Furthermore, the case study country, Panama, is also studied, namely its history and foreign policy throughout the years, in order to understand the potential motivations for its application for the Associate Observer Statute. Finally, it is concluded that there are various reasons that drive countries like Panama to join International Organizations like the CPLP.
