O seguinte relatório tem como princípio a minha experiência numa multinacional de assuntos públicos, que dá o mote para a pergunta de investigação: “Lobby Europeu – como se caracteriza e em que pode melhorar?” que tenciono desenvolver adiante. O processo de tomada de decisão nas Instituições Europeias passa por diversas fases e atores. Para salvaguardar os seus interesses nestas decisões certas entidades investem no lobby. No entanto as Instituições, para que proteger a independência dos seus representantes, tratou de criar regulamentações que pedia as entidades a sua inscrição e transparência nas suas informações. Estas regulamentações foram desenvolvidas ao longo dos anos, mas continua a haver espaço de melhoria.
The following report is based on my experience in a multinational public affairs company, which sets the tone for the research question: “European Lobby: how is characterized and how can it be improved?” that I intend to develop further. The decision-making process in the European institutions goes through several phases and actors. To safeguard their interests in these decisions, certain entities invest in lobbying. However, in order to protect the independence of their representatives, the institutions have tried to create regulations requiring the entities to be registered and transparent in their information. These regulations have been developed over the years, but there is still room for improvement.
