A presente dissertação foca-se na temática da defesa e segurança marítima europeia e qual o papel que Portugal poderá assumir nesse contexto. Após uma breve introdução onde abordarei a relevância da escolha do tema e a pergunta de partida que o orienta, irei analisar o enquadramento conceptual da temática. De seguida irei fazer um enquadramento sobre a evolução das políticas europeias no contexto securitário, plasmando o panorama geopolítico europeu atual, identificando os seus principais atores e intervenientes, identificando quais as principais ameaças e riscos para a segurança marítima europeia. Num segundo capítulo, irá ser ilustrado no que se materializou a evolução das políticas europeias (PESC), elencando as principais Agências europeias no âmbito de defesa e segurança, dando ainda um paradigma do setor privado ligado a estas premissas. Por fim, a demonstração de qual o papel que Portugal assume quer na segurança como na defesa marítima europeia, mencionando os principais intervenientes, os meios empenhados e os números de operações/missões em que Portugal participou no âmbito da UE, finalizando com perspetivas futuras e quais os papeis que Portugal pode assumir. Finalizando com a conclusão sobre o trabalho.
The present dissertation focuses on the theme of European maritime defense and security and what role Portugal can assume in this context. After a brief introduction where we will address the relevance of choosing the theme and the starting question that guides it, we will analyze the conceptual framework of the theme. Then I will frame the evolution of European policies in the security context, shaping the current European geopolitical panorama, identifying its main actors and actors, identifying the main threats and risks for European maritime security. In a second chapter, the evolution of European policies (CFSP) will be illustrated, listing the main European Agencies in the field of defense and security, also giving a paradigm of the private sector linked to these sectors. Finally, the demonstration of the role that Portugal assumes both in security and in European maritime defense, mentioning the main players, the means committed and the numbers of operations/missions in which Portugal took part within the EU, ending with future perspectives and what roles Portugal can assume. Ending with the conclusion about the work.
