Net neutrality: o contexto global e o caso português

Em Portugal o ano de 2020 significou uma viragem na utilização da rede de Internet doméstica. Sem a ligação à Internet os utilizadores estariam privados de atividades como o teletrabalho e o ensino à distância, do acesso a serviços digitais de saúde e de lazer ou ainda no acesso a serviços governamentais. A problemática da neutralidade da Internet torna-se ainda mais premente neste contexto, na medida em que garante aos seus utilizadores uma Internet aberta, assegurando comunicações entre quaisquer utilizadores e o acesso a quaisquer aplicações ou serviços, sem discriminação. Mas a investigação existente sobre a neutralidade da Internet é bastante limitada e os principais desenvolvimentos no campo sociopolítico português são publicados em relatórios técnicos da ANACOM ou em documentos oficiais das organizações de interesse público. É neste contexto que surge este estudo, com o propósito de aprofundar o conhecimento atual sobre o estado da governança da neutralidade da Internet em Portugal. Para o efeito, num primeiro momento, debruça-se sobre o contexto político internacional norte-americano e europeu, de modo compreender, na sua plenitude, todos acontecimentos que marcaram o caso português da neutralidade da Internet. E, num segundo momento, com a utilização de uma metodologia mista, pretendeu-se: (i) na dimensão intensiva, com a aplicação de entrevistas semidiretivas, conhecer a posição das 3 associações da sociedade civil no debate da neutralidade da rede – a DECO; a D3 e a ISOC PT - e ainda comparar a sua posição atual com o compromisso futuro dos diferentes intervenientes sociopolíticos; e (ii) na dimensão extensiva, com a realização de inquérito por questionário online, analisar a perceção dos utilizadores sobre o estado da neutralidade da Internet
The year 2020 was a challenging year, pushing countries to reevaluate their primary and ordinary tasks. One of the most significant global changes was using the domestic Internet network as a power source for most, if not all, basic needs. Without their Internet connection, users wouldn't have access to essential activities such as working from home, online learning, entertainment, health, and other government services. The issue of net neutrality becomes even more pressing, as it guarantees its users an open Internet, ensuring communications between users and access to any applications or services, without discrimination. However, the existing research on net neutrality in Portugal is quite limited. Key developments occur within the Portuguese sociopolitical field, published explicitly in ANACOM technical reports and official documents by Portuguese non-profit organizations. The main goal of this study is to deepen and corroborate the current knowledge of the state of net neutrality in Portugal. Initially, this study will look at the North American and European international political context to fully understand all the events that have marked the Portuguese state of network neutrality. Furthermore, to understand the Portuguese civil society's perception, this study will apply two different research methods: (i) three direct interviews with three Portuguese organizations – DECO, D3, and ISOC PT – chosen because of their vital role in the public debate; and (ii) an online questionnaire survey for user’s perception on the state of net neutrality
