O presente trabalho de investigação incide sobre a prática do land grabbing na Colômbia e sobre as políticas ambientais doméstica e externa do país. Procura-se compreender de que forma tem o governo colombiano lidado com a ocorrência de land grabbing, tendo em conta as suas consequências ambientais – entre as quais se destaca a desflorestação. A assinatura do acordo de paz com as Forças Armadas Revolucionárias da Colômbia – Exército do Povo (FARC-EP) facilitou a ocorrência da prática, que tem contribuído exponencialmente para o aumento da desflorestação na Amazónia colombiana, o que acentua as alterações climáticas. Neste contexto, a investigação procura não só relacionar o land grabbing com a segurança climática, como também compreender o papel do governo colombiano – administrações de Álvaro Uribe (2002-2010), Juan Manuel Santos (2010-2018) e Iván Duque (2018-) – que não tem sido bem-sucedido no controlo da prática nem na redução da desflorestação, apesar do apoio internacional conseguido para o processo de paz e para a proteção da floresta. Analisam-se as paradoxais políticas ambientais domésticas e a posição do país na governação global das alterações climáticas, através da consulta e análise da literatura referente ao tema, incluindo artigos científicos, relatórios, dados oficiais e livros.
The present research work focuses on the practice of land grabbing in Colombia and on the country's domestic and foreign environmental policy. This investigation seeks to understand how the Colombian government has dealt with land grabbing, considering the environmental consequences of this practice - of which deforestation stands out. The signing of the peace agreement with the Revolutionary Armed Forces of Colombia - People's Army (FARC-EP) facilitated the practice and contributed strongly to increase deforestation in the Colombian Amazon, which accentuates climate change. In this context, this investigation seeks not only to relate the practice of land grabbing to climate security, but also to understand the role of the Colombian government –administrations of Álvaro Uribe (2002-2010); Juan Manuel Santos (2010-2018) and Ivan Duque (2018-) – which has not been successful in reducing deforestation, despite the international support obtained for the peace process and for the protection of the Amazon rainforest. Environmental policies and the country's position in the governance of climate change are analyzed, consulting and analyzing the literature on the topic, including scientific articles, reports, official data and books.
