O presente relatório de estágio foi elaborado a partir das atividades desenvolvidas na REPER, a Representação Permanente de Portugal junto da União Europeia (UE), entre outubro de 2018 e abril de 2019, e encerra a componente não-letiva do referido Mestrado em Ciência Política e Relações Internacionais.
Entre outras matérias de política externa, o estágio compreendeu sobretudo o acompanhamento do Grupo da Europa Oriental e Ásia Central (COEST) e, por conseguinte, a relação com os países da Parceria Oriental (PO), privilegiando-se os casos da Ucrânia, Geórgia e Moldova. Esta temática constitui a componente teórica central deste relatório, sendo explorada principalmente pela lente construtivista favorecida pelos autores selecionados, e que teoriza a atuação externa europeia como transformativa, em função de um ideal moral normativo. Para tal, é introduzido o enquadramento interinstitucional da REPER, seguido de uma breve análise do sustentáculo institucional da tese referida, e uma curta resenha histórica dos objetos que se entendem vincular os princípios e valores fundacionais da UE (Tratados/Declarações relevantes), bem como dos objetivos propostos para a sua atuação externa (Política Europeia de Vizinhança/PO). Assim, recorrendo ao presente momento da cooperação multilateral e bilateral a Leste, pretende-se aferir a atual sustentabilidade do poder normativo da UE. Com esta finalidade, a exposição institucional introdutória é contrabalançada com a atuação interna europeia -- pautada pela união e coerência entre Estados-Membros (EM) revendo-se igualmente os sucessos e limitações da relação com os parceiros orientais, incluindo as interferências externas. Por fim, é apresentada a componente prática que inspirou este relatório.
Thistraineeship report is the outcome of the activities carried out at the Portuguese Permanent Representation to the EU between October 2018 and April 2019, combining both the scientific and practical components that lead to the conclusion of the referred MSc in Political Science and International Relations. Among other foreign policy matters, the traineeship involved accompanying primarily the Council’s Working Party on Eastern Europe and Central Asia, and thus, relations with partner-countries under the Eastern Partnership (EaP), focusing in on Ukraine, Georgia and Moldova. The main theoretical component builds on this thematic, exploring it through a constructivist lens favoured by the selected authors, which theorises the EU’s external actions as transformative, grounded on a moral normative ideal. The introduction of the inter-institutional relations is followed by a brief analysis of the institutional background which anchors the main argument, then complemented with a short historical overview of the objects that are understood to bind the EU’s principles and values, enshrined in Treaties and relevant declarations; as well as the objectives of its external action (European Neighbourhood Policy and EaP). By analysing the present moment of the Eastern multilateral and bilateral relations, the report aims to ascertain the current sustainability of the EU’s normative stance. As such, the introductory institutional exposition is viewed against the EU’s internal actions – underpinned by unity and coherence between Member-States – while also revising its achievements and limitations vis-à-vis its Eastern partners, including external interferences. It concludes with a description of the practical component that inspired this report.
