Anualmente, são fumados em todo o mundo biliões de cigarros, muitos dos quais são
reduzidos a filtros que vão parar no ambiente. Os filtros de cigarro, compostos por
acetado de celulose e com mais de 4 mil substâncias químicas, são jogados em todo
espaço urbano, contaminando o ecossistema com elevados custos ambientais e
económicos. Esta dissertação resulta de um estudo, qualitativo e descritivo, usando
entrevistas para investigar se os decisores públicos e outras entidades com
responsabilidade nesta matéria, ao nível nacional em Portugal e local em Lisboa, tinham
consciência das consequências do descarte incorreto da beata de cigarro, em que medida
e o quão estão dispostos a discutir o tema e incluí-lo nas políticas públicas. A pesquisa
culminou num processo interventivo e participativo para a promoção de mudanças,
consciencialização e ação social e política, seguindo até à promulgação de legislação
nacional sobre essa matéria
Trillions of cigarettes are smoked every year worldwide, many of which end up as filters discarded in the environment. Cigarette filters, made up of cellulose acetate and containing over 4,000 chemical substances, are discarded across the urban space, contaminating the ecosystem, causing environmental and economic harm. This dissertation resulted of a qualitative descriptive research, using interviews in order to assess whether public decision-makers and other entities having a stake in this matter at the national level in Portugal, and at the local level in Lisbon, were aware of the consequences of improper disposal of cigarette butts, and to what extent and how much they were willing to discuss this issue and to address it in public. Research led on to a change-promoting, interventive and participatory process, up to the enacting of national legislation on the issue.
