A evolução da cidade tornou-a cada vez mais diversa e complexa, sendo necessário compreendê-la como palco das nossas rotinas quotidianas, constituindo o cenário tanto das atividades de lazer como de trabalho, assim como, das correspondentes e necessárias deslocações que essas atividades implicam. No entanto, em virtude da melhoria da qualidade de vida da população, nas últimas décadas têm-se verificado um crescente uso do Transporte Individual (TI) face ao Transporte Coletivo (TC), o que tem afetado os grandes centros urbanos a nível global, não sendo, a Área Metropolitana de Lisboa (AML) onde se insere o caso em estudo – Portela de Sintra, uma exceção a essa tendência mundial. De modo a contrariar essa tendência, assim como os congestionamentos decorrentes da expansão urbana difusa e desestruturada a que se tem vindo a assistir, urge adotar as melhores estratégias para um crescimento mais sustentável das áreas urbanas, nas quais o planeamento urbano seja capaz de integrar uma adequada gestão do uso do solo e planeamento de transportes, estimulando o uso do TC, na prossecução do modelo de cidade compacta, de modo a reduzir o impacte negativo que o modelo vigente tem vindo a produzir no ambiente, na saúde e na economia. Neste contexto, também os hubs de transportes públicos (TP) têm vindo a ganhar relevância, quer pelas funções que desempenham, quer por funcionarem como polos de potencial desenvolvimento da malha urbana envolvente. Nesse sentido, e aproveitando essa sinergia entre nó e lugar, será de promover a requalificação e regeneração do Espaço Público (EP), atendendo ao facto da qualidade do EP contribuir para o bem-estar da população, e consequentemente contribuir para uma cidade bem-sucedida, uma vez que a prosperidade da cidade, se encontra fortemente relacionada com a qualidade de vida que esta proporciona às pessoas. E essa será tanto maior, quanto mais nos aproximarmos do conceito da cidade de 15 minutos, tentando fazer cidade para as pessoas. A revitalização da envolvente ao Interface de Transportes da Portela de Sintra, pretende criar uma área urbana de qualidade, inclusiva, atrativa e resiliente, bem como, melhorar as condições de mobilidade e acessibilidade, gerando um impacte positivo na cidade e no concelho. Sendo que, as propostas de intervenção visam dinamizar o espaço público, dando-lhe maior atratividade, promovendo a utilização de modos de transporte mais sustentáveis e a refuncionalização de vazios urbanos existentes, tendo por base os ensinamentos de projetos de referência como Barcelona, Basel e Roterdão, locais onde se colocou em prática o modelo de desenvolvimento urbano orientado para o transporte público (Transit-Oriented Development (TOD)).
The evolution of the city has made it increasingly diverse and complex, and it is necessary to understand it as the stage for our daily routines, the setting for both leisure and work activities, as well as the corresponding and necessary journeys that these activities imply. However, due to the improvement in the quality of life of the population, in recent decades there has been a growing use of Individual Transport (IT) compared to Collective Transport (CT), which has affected large urban centres globally, and the Lisbon Metropolitan Area (AML), where the case under study - Portela de Sintra - is located, is no exception to this global trend. In order to counteract this trend, as well as the congestion resulting from the diffuse and unstructured urban sprawl that we have been witnessing, there is an urgent need to adopt the best strategies for a more sustainable growth of urban areas, in which urban planning is capable of integrating adequate land use management and transport planning, stimulating the use of public transport, in pursuit of the compact city model, in order to reduce the negative impact that the current model has been producing on the environment, health and the economy. In this context, public transport (PT) hubs have also become increasingly important, both because of the functions they perform and because they act as centres for the potential development of the surrounding urban fabric. In this sense, and taking advantage of this synergy between node and place, it will be necessary to promote the requalification and regeneration of the Public Space (PS), given that the quality of the PS contributes to the well-being of the population, and consequently contributes to a successful city, since the prosperity of the city is strongly related to the quality of life it provides for people. And this will be all the greater the closer we get to the concept of the 15-minute city, trying to make a city for people. The revitalisation of the area surrounding the Portela de Sintra Transport Interchange aims to create a quality, inclusive, attractive and resilient urban area, as well as improving mobility and accessibility conditions, generating a positive impact on the city and the municipality. The intervention proposals are aimed at making PS more dynamic, more attractive, promoting the use of more sustainable modes of transport and refunctionalising existing urban voids, based on the teachings of reference projects such as Barcelona, Basel and Rotterdam, places where the Transit-Oriented Development (TOD) model of urban development has been put into practice.
